現在完了形
現在完了形のイメージは「（今に) 迫ってくる」で、そのフォーカスは「現在」にある。 この文は「今に至るまで、そして今も」業務目標を達成していないということ。
文頭の I’m afraid は、相手にとって好ましくない内容を述べるときのクッション言葉。
② You were supposed to attend some educational workshops.
be supposed to ~
suppose は手持ちの情報や知識（土台）に基づいて「思う」。
