not と quite のコンビネーション
quite は「かなり・まったく (すっかり)」といった意味を表す強調語
その強調が not によって否定され「完全には〜ない」とその強さを減じた意味となる

I’m afraid ~ は I’m sorry ~ と同様、相手にとって喜ばしくないことを述べる際に使われるクッション
missed は「聞き損ねた」- miss のイメージは「手を伸ばしてもスカッと空をつかむ」。音をつかみ損ねたということ
③言いかえを求める

相手の言い回しに聞き取れない原因があるなら、言いかえを求めるのもよい

・sounded を用いた2文目は「説明型オーバーラッピング (SVC)」
「That = important (に聞こえた)」となる
