then は「そのとき、それから、それなら」などと訳されるが、イメージは「視線を移す」
この文の and then は「そしてそれから」と次の出来事に視線を移している。

be liable to ~ も「～しそう・～しがち」だが、好ましくない状況に向かうことを表す表現。liable の「束縛」のイメージが「（法的）責任がある・～しそう」につながっている

I bet traffic will be bad.
→ expect は「予期する・期待する」で、高い可能性を「～だろうと思う」と表現することもできる。that節と expect to… 両方のパターンに慣れること
