① I’ve been busy with other things.
現在完了形（継続）
現在完了形の「（今に）迫ってくる」イメージが、視線が過去から現在に向かってなめるように進むこの使い方を生み出している。
この例文では、過去から現在に至るまで忙しい状態がずっと続いていることが表されている。
次の文も、同じニュアンスの現在完了形。
That hasn’t happened in over 15 years.
15年余り前から現在に向けて視線が動いていることが分かる。
② I’ve reached a decision to quit as your manager.
to不定詞の「形容詞的用法」
英語は「配置の言葉」であり、表現の機能が文中での位置によって決定する言葉。この例文の to不定詞 = to quit as your manager は、a decision の後ろに置かれている。そのため「説明ルール: 説明は後ろに置く」により、その説明となる。
名詞を説明する使い方なので「形容詞的用法」と呼ばれるが、文法用語を覚える必要はなし。「説明は後ろ｣、それだけを理解すること。

決定・決心を伝える便利な表現。現在完了形が、現在その心積もりであることを示している。
decide は「これから動詞」なので、目的語として to不定詞をとる。decide to ~ とまとめて覚えておくこと！

→ 決定・決心は力を入れて作り上げるもの。decide の名詞形 decision（決定）には make が使える
snap は「パチン（と音を立てる・と折れる）」なので、make a snap decision で指をパチンと鳴らして（素早く）決定するということ

I’ve come to a decision to ~.
→ 決定・決心は到達するものであるため、reach/come to も decision とぴったりなコンビネーションを作る
③ That was a tough call.
→ call は「（典型的には2者間の）決定・選択」という意味で使われることもある。スポーツの審判は声を上げて判定をする。つまり「声を上げること」と「判断」は近い位置にある
④ It’s your call.
That’s for you to decide.
It’s up to you.
→ 相手に決定権を委ねる表現
up to you は、決定権を相手に向かって持ち上げる (up) イメージ
